It's All About The Scope: Strategies SMB Can Adopt to Reduce CMMC Cost (D14)

speaker headshot

Adam Austin
Totem Technologies

All Federal contractors are required to implement certain baseline cybersecurity measures within their internal information technology (IT) systems that process Federal contract-related data. For contractors handling Department of Defense (DoD) contract information, compliance becomes significantly more rigorous. These contractors must adhere to FAR clause 52.204-21 and DFARS clauses 252.204-7012, 7019, 7020, and 7021, which mandate extensive cybersecurity safeguards—posing a challenge for organizations of any size.

To address these challenges, Mr. Austin, President of Totem Tech—a small, veteran-owned prime contractor with the U.S. Air Force—will share practical strategies for reducing the scope of client IT systems subject to DoD Cybersecurity Maturity Model Certification (CMMC) requirements. He will also provide valuable resources that APEX (formerly PTAC) counselors can use to guide their clients through the complex cybersecurity compliance landscape.

Participants in the workshop will engage in both Federal Contract Information (FCI) and Controlled Unclassified Information (CUI) scoping exercises, gaining hands-on experience and a clearer understanding of how to lead clients through similar exercises. Mr. Austin will also offer an update on the current status of the CMMC contractual phase-in process.

speaker headshot

Sam Le
Sam Le Law PLLC

The Power of WE—the critical role of collaboration in leadership, urgency, and unity. In a rapidly evolving security landscape, siloed efforts fall short; success requires synergy across government, industry, and our Apex Accelerators teammates. “So how do we bring this mission to life? How do we transform the WE into real-world impact? It starts with four imperatives…” It starts with four imperatives: Partnerships, Posture, Precision, and People. Partnerships to co-create solutions; Posture to stay agile and forward-leaning; Precision in aligning resources with mission outcomes; and People as the driving force behind innovation. National security depends not just on resources, but on orchestrating them together—with trust, timing, and teamwork. The call to action: break boundaries, think bigger, and lead together to meet mission demands now!

The FAR Overhaul and Legal Updates for 2025 (C1.1)

speaker headshot

Shane McCall
Koprince McCall Pottroff LLC - Equity Partner

Federal government contracts attorney Shane McCall will discuss the important new developments for the revolutionary FAR overhaul. GSA has described the FAR overhaul as a revision that will take things down to the studs and that it will function like a wobbly bicycle at the start. But what does this really mean? This presentation will discuss the executive order outlining the FAR overhaul and the goal to “remove most non-statutory rules.” It will summarize and highlight through the various FAR section updates, the line out document, and the change summary. This discussion will also highlight changes most pertinent for federal contractors, and what seems to have stayed relatively the same. Shane will also discuss small business rules and updates and key provisions of the most recent National Defense Authorization Act, recent cases pertinent to federal contractors, and more. This presentation will keep APEX personnel up to date on recent rules, statutes, and policies in 2025, as well as updates to expect in the next year.

Federal Appropriations Law (C.1)

speaker headshot

Lorna Gunning
Colorado Apex Accelerator - Senior Procurement Counselor

Even before the Federal Acquisition Regulations (FAR) and the Small Business Administration (SBA) rules and regulations are applied to an agency that is planning a procurement, one of the most powerful set of rules that come into play are the rules and decisions effected by Appropriations Law. What does Congress intend for the Executive agencies to do with the money they - Congress, as the holders of the purse, provide to the agencies to spend those tax dollars on? And how does Congress manage and control those dollars? For those APEX ACCELERATOR counselors are who ready for the next level of training, this webinar will be focused on the Government Accountability Office (GAO) Principles of Federal Appropriations Law (the Red Book). You will learn about the availability, purpose, amount and time restrictions of federally appropriated funds and how agencies work to avoid the Anti-Deficiency Act violations.

Architect/Engineering Contracting (D.13)

speaker headshot

Lorna Gunning
Colorado Apex Accelerator - Senior Procurement Counselor

The Brooks Act defines how Architect Engineering Services shall be procured. This law emphasizes the importance of qualifications over cost. This emphasis effects the process of procurement of these services and it runs counter to almost all of the other procurement methods in the Federal Acquisition Regulations. As an APEX Counselor if you are advising clients on doing business with the government in the A/E arena, it is critical that you understand this process and correctly advise your clients.

Burning Down the House: A Capture Playbook for Collaboration (A.5, A.10)

speaker headshot

Tan Wilson
Entellect, LLC - President

For a small business, trying to win a government contract can feel like the whole team is being pulled in different directions. The person who finds the opportunity might not be talking to the person writing the proposal, and neither may fully understand what the customer really wants. This leads to wasted time and effort on bids that go nowhere.

This session provides a simple playbook to fix that. We will show you why and how to ""burn down the house"" of bad habits and build a smarter, more collaborative approach to winning government contracts. This is not about complex corporate processes; it's about practical teamwork and understanding each role in the process.

You will learn straightforward techniques to:

Get your entire team on the same page from the very beginning.

Focus your limited time and resources only on opportunities you have a real chance of winning.

Work together to better understand your customer’s needs and write a more persuasive proposal.

This session is designed for APEX counselors and small business owners who want a practical guide to winning more contracts through better teamwork.
